The OpenSBI firmware build job follows the same pattern as the EDK2 job
[1] that was removed earlier [2]: it exists to produce firmware binaries
from CI artifacts, but those outputs are not consumed by the tree.
Remove the job definition and its project include to avoid maintaining
bitrotting container and firmware build logic.

Add CI coverage for a riscv64 --disable-tcg cross build. This ensures that
RISC-V no-TCG/KVM-only builds keep working and prevents TCG-only code from
being accidentally pulled into common RISC-V sources again.
The cross_accel_build_job template enables KVM by default via
--enable-${ACCEL:-kvm}, so the extra options only need to disable TCG.

To aid in debugging wierd CI failures we need greater information
about the CI runner environment. It is usually container based
and can have some unexpected characteristics that significantly
differ from a developer's local environment.
This captures the mount list, CPU model, memory information,
device node lists, kernel info, user identity and all environment
variables.
Since this information can get quite large it is not emitted
directly in the logs, rather it is exposed in job artifacts
under the "ci-runner-env" directory.

Unfortunately a previous fix to ensure .ninja-goals was set for the
TCG tests broken the ability to run check-functional-FOO. As we have
now reverted we need a solution for the MacOS gitlab run. The simplest
is to add an explicit make invocation to build the signed binaries
before we run the tests.

gitlab supports 3 MacOS images with 15 and 26 being the current
supported ones. To get ahead of the curve lets enable 26 as well.
It re-uses the same brew list but also attempts to work around python
configure failure by setting DYLD_LIBRARY_PATH:

The gitlab runners are currently in beta but available to projects on
the Premium and Ultimate plans (which QEMU is via the Open Source
program).
We install some compilers via brew so we can run some of the check-tcg
softmmu test cases.
We disable rust as the version is too old.
We disable plugins because we haven't taught the test harness about
.dynlib vs .so yet.
There is a discrepancy between the vars and version of MacOS because
lcitool needs teaching about other versions (although I don't think it
matters as brew is shared across versions).

CI is only exercising the qcow2 'auto' tests currently. As a result we
get no exposure of changes which cause regressions in other block format
drivers.
This adds new CI jobs for each block format, that will run the target
'make check-block-$FORMAT'. The jobs are separate so that we have the
ability to make each format gating or not, depending on their level
of reliability.
The 'centos' image is used to run the I/O tests since several tests
have an implicit dependency on x86_64-softmmu, and thus break with
other architecture targets. The 'centos' build job is the only one
that creates the x86_64-softmmu target in CI. Ideally this target
portability in I/O tests would be fixed to avoid this limitation.

The build-without-defaults and build-tci jobs do not capture any
artifacts, despite running 'make check'. This has proved a repeated
bug with CI jobs, so introduce a new '.meson_job_template' rule
which always captures 'build/meson-logs'. Jobs can still provide
their own 'artifacts:' config which will override this default
behaviour.

The oss-fuzz code uses an lsan_suppressions file to suppress certain
leak-sanitizer cases that are known issues or not our code's bug.
This is useful more widely than just for the fuzzer harness: if you
want to build QEMU with the leak sanitizer enabled and run 'make
check' then you will want to suppress some bogus leak reports.
Move the file up a directory.

Set the new $(DOCKER_V) variable from the previous commit, so that any
CI jobs invoking docker will show the full stdout content. This improves
the ability to diagnose any build failures in CI that involve docker.
For example, when a 'docker build' command fails, it lets us see which
command in the Dockerfile failed and why.

Since we're going to remove the qemu-system-microblazeel binary,
remove the related tests from the CI jobs now (or switch to "microblaze"
where it is appropriate).
Note: Since "build-system-ubuntu" does not have as many targets as
"build-system-fedora", we turn the "microblazeel-softmmu" into a
"microblaze-softmmu" in the ubuntu job, and remove the corresponding
target from the fedora job instead, so that the load is more balanced
now.

Installing local dependencies while offline, without PyPI access,
requires the python3-setuptools and python3-wheel packages. Most
distributions have these available anyway for one reason or another, but
not all of them.
If you are asking yourself "Wait, aren't these packages guaranteed via
installation of pip, via the ensurepip module, which mkvenv takes
immense pains to provide for us?" - Well... since Python 3.13, "pip"
does not actually come with "setuptools" or "wheel" anymore, and so if
we want to build and install a python package, we actually need these
available in the host environment.
(Note that you don't need these packages just to install a pre-built
package, you only need them to *build* a package. With cutting edge
setuptools and pip, all locally installed packages, even in editable
mode, must be "built" first before being installed. Thus, these
dependencies are being added specifically to facilitate installing
qemu.git/python/qemu to the configure-time venv.)

Update to latest lcitool master and refresh tests. Fedora is upgraded to
Fedora 43 and Alpine from 3.21 to 3.23 as a result.
This is being done in this series primarily to ensure that MacOS
installs python-setuptools, which is now separate from the core python
package, and which is needed for this series to work correctly.

Now we are 64 bit only there is no need to keep the generic name. This
also fixes a check failure in the weekly container build which was
checking containers based on the expansion of DOCKER_IMAGES which is
based of the dockerfile names.
Remove the DOCKERFILE bits that were added to handle multiple
containers from the same dockerfile.

When extending the container template to allow scheduled pipelines in
upstream context, we must ensure that all the existing rules defined
by .base_job_template are preserved.
Fortunately since the new rule for scheduled pipelines can come at
the head of all other rules, not in the middle, we can just the obscure
'!reference' syntax to pull in all the pre-existing rules as a single
block.

This will hopefully catch containers that break because of upstream
changes as well as keep the container cache fresh.
As we have all the container jobs as dependants we tweaks the
container template to allow scheduled runs. Because we added a new
rules stanza we also need to make sure we catch the normal runs as
