The Connect Clustered Hash Table (QcstConnectCHT) API establishes a
connection to the clustered hash table server specified. This API returns a
connection handle that will be used on all requests to specified clustered hash
table server.

It is recommended to disconnect using the Disconnect Clustered Hash Table (QcstDisconnectCHT)
API when the connection is no longer needed.

Restrictions:

When this API is called, the clustered hash table server must be active on
the requesting node.

Authority to the specified clustered hash table server is controlled by the
authorization list specified on the STRCHTSVR
command. If no authorization list was specified then any user is allowed to
connect to the specified server. If an authorization list was specified *USE
authority is needed to connect to the specified server.

All other clustered hash table APIs must be run under the same job that
issues this API.
