<div><p>To access command definitions or files from a CL program, the command
definitions or files must exist at creation time of the program and must exist
when the command that refers to them runs.</p>
<div class="section"> <p>Two requirements exist for creating a CL program from source
statements that refer to command definitions or files. </p>
<ul><li>The objects must exist at creation time of the program.</li>
<li>The objects must exist when the command that refers to them runs.</li>
</ul>
<p>This means that if you use the Declare File (DCLF) command,
you must create the file before creating a program that refers to the file.</p>
