TCP/IP services are not available until you start TCP/IP.
To start TCP/IP, type STRTCP at the command line.
The Start TCP/IP (STRTCP) command initializes and activates TCP/IP processing, starts the TCP/IP interfaces, and starts the server jobs. Only TCP/IP interfaces and servers with AUTOSTART *YES are started with the STRTCP command. TCP/IP interfaces and servers that specify AUTOSTART *YES, PPP profiles, and IPv6 can all be started optionally.
