This command associates a declared name (DCLNAM) with a collection
of object-oriented parameters in the target agent. This collection is stored
by the receiving agent for later use. At the time it is received, the command
does not affect objects currently opened by the agent. The primary access
to the DCLFIL collection is the DCLNAM parameter.
