- This is the authority required for MBROPT(*ADD). If MBROPT(*REPLACE)
is specified, *OBJMGT and *DLT authority are also required. If MBROPT(*UPDADD)
is specified, *UPD authority is also required.

If the to-file does not exist and CRTFILE(*YES) is specified so that the
