CCSID support for message catalogs

The Message catalog CCSID (CLGCCSID) parameter allows you to specify the CCSID for storing data in a message catalog.

The Source file CCSID (SRCCCSID) parameter allows you to specify the CCSID of a source file. Data from the source is converted to the CCSID of the message catalog if the CCSIDs for both are not the same.
This is also the default action. The source can be in any CCSID that supports conversion to any other CCSID.

The CCSID of the original message catalog is used to update the message catalog. It can be single or mixed and in extended binary-coded decimal interchange code (EBCDIC), American National Standard Code
for Information Interchange (ASCII), or UCS-2. If the catalog is a QSYS source file member that does not exist, the CCSID of the existing file is used. The value that is specified on the CLGCCSID parameter
is used if the CCSID of the file is 65535.
